Project Page: Survey on Creative Industries Support Policies
Task: The presently available comparative evidence on Creative Industries (CI) policies across EU Member States is limited. This gap is the main motivation for this survey which aims at identifying the basic support structures in EU27. The survey design has to take into account that
- there is no widely accepted definition of Creative Industries. We resorted to mapping policy structures and activities in the following industries and areas which overlap with a large number of CI definitions: Music, architecture, literature, publishing and print media, audiovisual field, fine arts and the art market, graphic arts, fashion, design, multimedia, software, games, and the internet, performing arts and entertainment, museums and libraries, advertising
- countries either focus on CI as a conglomerate, particular industries or topical areas like music, art, design, etc. Consequently, the starting points for policy intervention are quite diverse.
- interventions in creative industries are motivated by different rationales. The main distinction is between the CI approach that is close to traditional “economic policy” and activities under the cultural policy heading.
Useful Resources: There are two studies that present information on CIs across Europe:
- The 2008 Pro Inno Europe (Inno Policy Trendchart) study on “National and regional policies for design, creativity and user-driven innovation” provides a good overview of CI policy across member states. The study is descriptive in nature and presents concise information on national creative industries policies. Download
- The study on ‘The impact of culture on creativity’ by KEA also deals with this topic and includes short summaries on national strategies and initiatives to develop creative industries across the EU in the appendix. Download
